All Hays CISD District employees are eligible to enroll their children or grandchildren in any Hays CISD Early Learning Center (ELC).

Siblings of children currently enrolled and children of staff members in each respective school are given priority for admission in that early learning center.

Applicants are placed on a waiting list according to the date the application is received.
