Organization

The name of this organization shall be the Hays Consolidated Independent School District 100% Hays Council. The 100% Hays Council is an advisory council elected by the campuses and departments within Hays Consolidated Independent School District (Hays CISD) and enjoys a shared sense of empowerment with all administrative offices of the Hays CISD. The council serves to advise the Superintendent on issues related to student and organizational success.

Membership

1. The composition of this organization shall consist of:

● One (1) student from each middle school campus

● Two (2) students from each high school campus

● One (1) adult representative from each Hays CISD Campus

● One (1) representative from each Hays CISD Department

● One (1) elementary school parent

● One (1) middle school parent

● One (1) high school parent

● Two (2) business representatives

● Two (2) community members.

2. The 100% Hays Council Facilitator will serve as a once-yearly evaluated member of

the council, voting only in cases of ties and not serving as an officer.

3. Council membership should reflect the educational interest of the entire Hays CISD community.

4. Council members must demonstrate a commitment to the foundational beliefs of the council, a passion for and a vested interest in multiplicity of backgrounds issues, and advocate for all populations in their day-to-day lives.

Officers

1. Organization: The 100% Hays Council will have a chairperson, a vice-chairperson, a secretary, and a parliamentarian who are elected for one-year terms by the membership. These offices will be occupied by the non-student membership. One (1) student officer will be elected by the student membership. These officers, along with the 100% Hays Council Facilitator, shall be known as the 100% Hays Council Executive Board. Beginning in the 2022-2023 academic year, elections will be held at the last general meeting of the year for the subsequent school year. The duties of the officers shall be those commonly ascribed to these offices. Officers shall be elected by a simple majority of elected and appointed members.

2. Officers of the 100% Hays Council shall be elected for a term of one (1) year

3. An officer may be re-elected to an office or may be eligible for another elective office after serving the one (1) year term.

4. One year of membership is required to run for the position of chairperson or vice-chairperson.

Meetings

1. Unless an alternative date is determined by a majority of the Council members, the regular meetings of the 100% Hays Council shall be held at a minimum of every quarter, but no less than six (6) meetings taking place during an academic school year. Agendas shall be set by the Chairperson in cooperation with the 100% Hays Council Facilitator. Additional meetings may be called by the Chairperson and/or the 100% Hays Council Facilitator.

2. A quorum consisting of two-thirds (2/3) of the Council membership is needed to conduct official business. Council membership includes both adult and student representation. Meeting rules adapted from Robert’s Rules of Order will be followed, when necessary, at council meetings.

3. Student council meetings will convene during the school day within

two (2) weeks of general council meetings. An invitation to the general council meeting will be extended and students may attend with the rest of the council membership.

4. Official business will be conducted in the presence of the voting members at the meeting.

5. Active participation by members is encouraged and expected. If any member misses three (3) meetings during a single term, that member will be removed from the council and a new representative from the campus/department will be appointed. If a business, community or parent member misses three (3) meetings, the council will appoint another representative to fill that position.

6. Council business shall not conflict with applicable Federal, State, or local laws or school board policies.

Terms of Membership

1. Membership is limited to individuals who are students or employees of Hays CISD or are appointed within the Hays CISD community.

2. Terms for the inaugural Council will begin in October 2020. Subsequent terms shall commence at the beginning of each school year in which membership is approved. Terms for positions extend from August to July, except in the case of newly elected Executive Board members.

3. The initial terms of the inaugural Council members will be for the remainder of the 2020-2021 school year.

4. Middle school student representatives will serve for a term of one (1) year. High schools will elect two (2) representatives, one (1) lowerclassman (9th-10th) and one (1) upperclassman (11th-12th) who may each serve a term of one (1) or two (2) years, depending

upon the time of entry.

5. Professional representatives serve two (2) year terms and are limited to three (3) consecutive terms. Representatives are elected at the campus or department level.

6. In the case of a representative changing campuses or departments during the school year, they may continue to serve in their role as a non-voting, advisory member for the remainder of the school year, if deemed necessary by the Executive Board. In the case of a campus or department vacancy at the beginning of the school year, members who have transitioned to a new campus or department may run for a new position at the commencement of a new term.

7. Parent, business, and community representatives who no longer fulfill the requirements to serve in a certain capacity may serve in a non-voting, advisory role at the discretion of the Executive Board.

8. Those appointed to serve on the 100% Hays Council to replace a member who has resigned or has been asked to resign, shall complete the term of said member and have the option of serving another term. 100% Hays Council Facilitator/Chairperson shall appoint business, community, and parent Council members, as needed.

9. A Council member can be dismissed for persistent, pervasive, or severe violations of the 100% Hays Council bylaws, 100% Hays Council social contract, or school board policies.

10. Council members may be reelected or appointed for membership to serve for another term not to exceed 3 consecutive terms.

11. Council members should have a vested interest in ensuring their replacement in any given campus/department.
